Program Management Complexity: A Competency Model fills this void.


Written by two of the first professionals to obtain the Program Management Professional (PgMP®) certification from the Project Management Institute (PMI), this book begins with a literature review of program and project management complexity. Next, it presents a competency model, based on the authors’ seven decades of collective experience in the field, which follows the framework of PMI's model for project managers. Useful for corporate and government organizations, universities, executives, PMO directors and human resources professionals who need to determine program management training needs, this unique model is divided into performance competencies and personal competencies.


The performance competencies are organized according to the six domains of program management, while the eight personal competencies are based on research plus a survey of PgMPs® worldwide. After presenting the model, along with detailed plans and guidelines for its implementation in a real-world setting, the book presents three questionnaires designed to help organizations, existing program managers, and aspiring program managers assess their own development plans.


Supplying you with the insight to recognize the elements of complexity during the defining and initiating stages, this book includes detailed guidelines to help you recruit, train, and develop program managers capable of delivering stated program benefits, services, and results.

About the Author

Dr. Ginger Levin is a senior consultant and educator in project management. Her specialty areas are portfolio management, program management, the Project Management Office, knowledge management, metrics, and maturity assessments. She is certified as a PMP®, PgMP®, and as an OPM3 Assessor and Consultant. She was the second person in the world to receive the PgMP. In addition, Dr. Levin is an Adjunct Professor for the University of Wisconsin-Platteville, where she teaches in its M.S. in Project Management Program and for SKEMA (Esc Lille) University, France, in its project management program at the master’s and doctoral level. Also, she is a Visiting Professor for RMIT in Melbourne, Australia.

In consulting, she has served as Project Manager in numerous efforts for Fortune 500 and public-sector clients, including UPS, Citibank, the U.S. Food and Drug Administration, General Electric, SAP, EADS, John Deere, Schreiber Foods, TRW, the New York City Transit Authority, the U.S. Joint Forces Command, and the U.S. Department of Agriculture. Prior to her work in consulting, she held positions of increasing responsibility with the U.S. Government, including the Federal Aviation Administration, Office of Personnel Management, and the General Accounting Office.

She is the co-author of Implementing Program Management: Forms and Templates Aligned with the Standard for Program Management, Second Edition (2008); Project Portfolio Management: Tools & Techniques; Metrics for Project Management; Achieving Project Management Success Using Virtual Teams; The Advanced Project Management Office: A Comprehensive Look at Function and Implementation; People Skills for Project Managers; Essential People Skills for Project Managers; The Business Development Capability Maturity Model; and ESI’s PMP Challenge! PMP Study Guide and the PgMP Study Guide (along with J. LeRoy Ward). Her book entitled Interpersonal Skills for Portfolio, Program, and Project Managers also was published in 2010.

Dr. Levin received her doctorate in Information Systems Technology and Public Administration from The George Washington University, and received the Outstanding Dissertation Award for her research on large organizations. She also was inducted into Phi Alpha Alpha, the National Honorary Society for Public Affairs and Administration.

J. LeRoy Ward, Executive Vice President, is responsible for ESI’s worldwide product offerings and international partnerships. Complementing a 17-year career with four U.S. federal agencies, Ward has delivered project management programs to clients around the world.A noted author and speaker, Ward has served on the adjunct faculties of The George Washington University and The American University, presenting courses in remote sensing, cartography, computer systems management, and information systems. He has authored numerous articles and publications, including the Dictionary of Project Management Terms (3rd ed.); the PMP® Exam Practice Test and Study Guide, PMP® Challenge!, and the PgMP® Exam Practice Test and Study Guide (with Ginger Levin); a set of audio CDs entitled Conversations on Passing the PMP® Exam (with Carl Pritchard); and, ProjectFRAMEWORK, a Project Management Maturity Model (with multiple authors).

His articles have appeared in PMNetwork, Chief Learning Officer, and Project Manager Today (U.K.). A popular and dynamic presenter, he speaks frequently on project management and related topics at professional association meetings and conferences around the world. Ward holds B.S. and M.S. degrees from Southern Connecticut State University in geography and an MSTM degree, with distinction, in Computer Systems Management from The American University, where he was inducted into Phi Alpha Alpha, the National Honorary Society for Public Affairs and Administration. He is an alumnus of the General Services Administration’s Trail Boss Program (for major systems acquisitions) and the Federal Executive Institute.

Ward is a member of several technical societies, including the American Society of Training and Development, the International Project Management Association, and the Project Management Institute where he is certified as a Project Management Professional (PMP - Number 431) and a Program Management Professional (PgMP), one of the first to earn the credential.

Fascinating!

Toto Koopman. Quite honestly, someone I'd never heard of before, and I felt like I should have known about her already. (And I'm a bit annoyed with myself that I didn't!)

I was utterly staggered by the range of her experiences, her cosmopolitan life... She seemed to have done and experienced more than a dozen people would in the same number of years.

For me the most interesting sections of the book were her concentration camp experiences, and how it affected her afterwards. It's a miracle that she didn't become one of the dead, and that she managed to do so well afterwards. I was also interested in her bisexuality, and that she maintained a lesbian relationship for a considerable portion of her life, seeming to have not a care in the world as to whether anyone approved.

Actually, my only complaint about the book is that it wasn't longer. I could have read about her for another couple of hundred pages at the very least. Fortunately, there is a bibliography included with the book, and I have a feeling that I'll be reading more about Miss K. and her contemporaries very soon.

Miss K. stands for legendary icon and more, Catharina "Toto" Koopman. Born in Indonesia in 1908- her father was Dutch and her mother was half Indonesian with Chinese ancestry. And although at the time this was cause for much prejudice and segregation, Toto did not seem affected by this at all. In fact, she became to be the first- and very acclaimed bi-racial celebrity model. Under the tutelage of Coco Chanel, Toto became famous in her own right, spearing ahead to become more than just a glamourous model.

Not only was Toto gorgeous and exotic, she was also very strong-minded with exceptional optimism even at the harshest of times in her life. Her beauty and wits- not to mention her flaunting independence- made Toto notorious as a woman who made her mark in 20th century Europe. She spoke several languages, was well-versed in the arts (a muse for one of the most important galleries from the 40's to the 70's that launched famous artists), was a fashion enigma, a spy for the resistance during World War II - and she survived the Holocaust!

This adventuress woman, whose quest for independence had no limits, lived an outrageously unconventional life- even her romances had no sexual boundaries or gender preference. Toto really was unique and outstanding in all that she lived- almost to the point of it sounding surreal were it not for the true historical accounting for it all.

The Many Lives of Miss K., by Jean-Noel Liaut is a fascinating read. There is nothing missing in terms of accuracy and delicious recounting of the history itself. And although at times it reads quite factually, the book is chock-full of very personal, insightful, brow-raising, shocking, and extremely interesting information, that I just could not put this down.

The Many Lives of Miss K.: A definite page-turner that unfolds the life of a spectacular individual whose life could not be more incredible if it were fiction!

a life that was both enviable and remarkable

In what must have been a herculean undertaking, Liaut manages to provide readers with the essence of Toto Koopman, while presenting that information in a way that we also understand that the subject of this biography was notoriously vague about her past. The child of a Dutch father and a mixed-race Indonesian mother, her early life was spent in Java until she was sent to boarding school in Holland and on to a finishing school in the UK. While the uniquely divided nature of the social classes and attitudes toward those of mixed race in Indonesia was certain to have had some effect on her early years, her recollections are all to the positive and spectacularly unusual and more unique aspects of the time.

This `creative' or `selective' recollection becomes a large character within the story, above and beyond the very striking and memorable character Miss K is herself, perhaps her goal was to be the light and life of the party, thus reocllections needed to be grander and unique and ever-so delicately exotic, as she was said to have been herself. Tall and willowy, with dark hair and slightly slanted green eyes, cheekbones for days and a rather pointedly amused set of her mouth, she was by all accounts, beautiful. She also used that beauty to her advantage, playing up her interracial heritage when most kept those things silent, and committed to `no strings' in her sexual relationships. And her conquests were many: male and female, a huge break from the traditional role that a woman of her social status and background would aspire to. A loyal friend, and courted by many, her brains were never a question as she spoke several languages, had a prodigious memory and was admitted into the finest houses and knew the most influential people of the time.

What is even more striking than just her physical being and presence was her determination to avoid the `ordinary' at all costs. Moving through her life this attention to the new, different and unique It is a life that encourages your envy: even the less than pleasant parts have you wanting to be there, to see, to hear and to somehow be one in her circle. Not an entirely carefree life, despite her reluctance to discuss the more difficult times, her imprisonment in
Ravensbrück for espionage against the Nazis in WWII, her continued determination to live a `big life' shines through.

It's truly difficult to decipher a life, even more difficult when the subject changes the story to fit their whims or refuses to discuss the details she considered unpleasant or mundane. Despite that, and the occasional feel that information was being loaded in to explain the appeal of some of the people we encounter through her, this was a woman who lived a life that was both enviable and remarkable. It's surprising to me that she isn't more well known, and Liaut adds a series of references that readers can use to find more information. While not as celebrated as some other feminist figures, Toto Koopman certainly deserves her moments to shine, and I encourage anyone who wants a feel of the time, the people and the frenetic life of a social butterfly to pick up this book.

Lemons and legumes feature prominently in Greek-island cooking, as does seafood. Among the array of "uncomplicated" yet "sophisticated" dishes Kremezi features are Terrine of Fish with Leeks, Orange and Lemon and Black-Eyed Pea Salad with Herbs, Walnuts and Pomegranates. Memories of authentic Greek foods

I love this book - after spending 1 week with Aglaia at her home/cooking school in Kea, Greece last May I learned so much about the cuisine of the Greek islands; this book sums up the joy of the wonderful foods that Aglaia knows so well; highly recommend this book !

What does the end of ethics mean?
This book is about how we have lost virtue in our society, why it matters, what the arc of trust provides in markets, as well as a close look at the worst of the worst cases of economic vice.
But it is not about just a glass that is half empty. It is about refilling the glass -- that is the core of this book. Without all of our diligent efforts at the personal, corporate, cultural and societal levels we will fall further into the abyss. It is about restoring the radius of trust, overcoming the Bell thesis, and regaining what Ropke argued in his seminal work on The Humane Economy, namely, the fact that without honesty and trust the market degenerates and our economy (now global in nature) will spin out of control.

Why should readers care about economic vice?
This book grew out of a lifetime of thinking and work experiences. We both witnessed what appeared at first to be the misdeeds of a 'few rotten apples' but in the last decade spurned a devastating global credit crisis with devastating impacts. The problem is now systemic. That troubles us, deeply and it affects everyone.

Why did you write this book?
It is fundamentally necessary to find the map that leads us out of the vice-ridden maze we have created.
Yet, in order to find the way back, we must become uncomfortable where we are now.
We must not blame others for our current ethical malaise because, on a systemic level, vice has consumed us. The straw men villains 24-hour media has created whether CEO's, Presidents, Politicians, Celebrities, or Sports leader only exhibit the values that we all have accepted on a global level.
Greed is everywhere.
Lambast Gordon Gekko all you want as an out of control glutton, yet, he has his progeny all over the world. This is accepted. This is the new normal.
We can no longer look to our governments for virtue and pragmatism. They have uniformly betrayed us. Indeed, nearly every post-industrial nation is battling gigantic black holes of public debt. This massive debt could have been easily avoided through prudential sustainability. Yet, world governments have discharged their immense responsibilities as public stewards.
They have unremorsefully maxed out their own credit cards which, unfortunately never had a limit and (still do not). Rationalizing out of control spending when you do not have the money to pay for such costs, now, or ever, is a heinous betrayal of public duties and a manifestation of the classical seven deadly sins on a grand scale.
Sadly, eventual consequences are never considered. Not enough companies, governments, and individuals consider long-term investment. Money changes hands like tissue paper. Credit, debt, and risk for the purpose short-term prosperity have become a tragic universal maxim.
The cases in the first section of the book demonstrate the manifestation of the seven deadly sins in the corporate environment. These sins, once used as a tool to instruct and understand our own weaknesses and temptations, and become better human beings, are now celebrated as beacons of supposed success.
Being "rich" greedy, prideful, gluttonous, wrathful, envious, lazy and obsessed with lust, is no longer frowned upon, it is widely celebrated. Deadly vices are no longer seen as evil outcomes, they are now retained societal norms.

Not all that depressing...

Okay, the first section of the book which details exactly where we are and how we got there is extremely downbeat. But the second section offers hope through actions recommended by the authors. We, the people, can't implement these measures on our own, but we have a voice and we can make that voice heard. Step one is reading this book, and ghen getting steamed up and voice our concerns to our elected officials, in letters to our newspaper editors, and in our blogs.

Probably correct, but so annoying!

The facts that are reported in this book are undoubtedly correct--the corporate culture of America is a mess, with exhibits from Madoff to Goldman Sachs to prove the point. And the solution will require people to start behaving better.

But this book annoyed me from start to finish. First, let's look at the price of the book--the list price is $39.95, discounted at amazon to $27.95, and available as a kindle edition for $19.99! For a book that claims to advocate the virtues of thrift and the decadence of highly-paid executives, that's way out of line! But if the book had included real research, maybe I would be willing to pay the price, However, it doesn't. The main part of the book is a re-hash of articles from websites available for free. Many chapters have notes that go on with ibid, ibid, ibid for pages--in other words, they're just restating what someone else already wrote. In addition, the editing is pitiful. Rivier College is referred to as River college, vicious circles are called viscous circles, and Lehman Brothers is spelled both correctly and as Leman Brothers in the same paragraph. The English usage is also frequently awkward and cliched. If you're going to write a book about the importance of integrity, hard work, and personal responsibility, I would hope that you would show a little more integrity than this, for $40! (Full disclosure: I received this book for free in exchange for an unbiased review.)

Then, there's the intro, or rather one of several intros, in which we are treated to a lecture delivered by Sir John Marks Templeton on how capitalism and Christianity go hand in hand. Templeton (known for his Templeton Prize) also states (falsely, I believe) that capitalism, or "the capitalist institutions of property, trade, and cooperation" have always existed. In fact, capitalism is dependent on the ability to lend money for interest, a practice which was condemned as usury by the Judeo-Christian tradition that both Templeton and the authors of this book claim to champion.

The next intro sets up the thesis of the book, which is that the root of our problem today, and the cause of the 2008 financial crisis, is the 7 deadly sins. The authors go through quite a few contortions trying to demonstrate that various sins, such as gluttony, pride, lust, and of course plain old greed are the reason that the economy tanked. They add moralistic terms such as these to their narratives over and over again. For example, in discussing Madoff, it's not enough to say that the guy was greedy. His besetting sin is diagnosed as lust, because he had topless waitresses at parties he threw. Gluttony is the charge against corporations that conducted too many corporate mergers. And so on. If someone is going to turn out to be a bad guy, even his youthful successes will be described as "prideful" or "greedy" or "gluttonous."

In some cases, their accusations don't even make sense. They condemn Bear Stearns for exhibiting pride by hiring a guy named Jimmy Cayne on the basis of his bridge-playing ability. It was Cayne who brought about the destruction of this formerly great company, because he didn't have the right kind of education to lead a company--even though they themselves also note that Cayne was hired in 1969, and the company had its first quarterly loss in 2007! Undoubtedly, Cayne, and Bear Stearns, were derelict in focusing on a bridge tournament when the company was circling the drain. But if the guy worked there since 1969, surely he had acquired a few skills along the way, and whatever it was that he was doing seemed to work for 38 years! Yet they end the chapter by saying that "Cayne's hiring alone demonstrates that the firm was long on bravado and short on rational pragmatism."

The final section of the book, in which the authors offer "a way back" comes across as simplistic and naive. The primary author, who gives his name as Theodore Roosevelt Malloch, is eager to point out that he is "a distant relative" of President Theodore Roosevelt, and he thinks that TR is a useful model to look to. Mr. T. R. Malloch has what sound like very respectable credentials, but it's hard to take seriously a section heading called "A Dummies' Guide to Save the SEC" that takes up less than a page of the book. They criticize the SEC for calling in (and paying for) consulting firms, and offer to do the job for free! Their handy bit of wisdom can be boiled down to two things--hire smarter people and pay them better, and create an "ethics hotline." All right then.

They also give us the following in-depth analysis of theories of prosperity and wealth creation:

"1. Wealth is viewed as the product of magic, alchemy, or wizadry, poof!
"2. Prosperity is the product of tribal or national conquest. Guess what? You have it and I am taking it.
"3. Prosperity is rooted in the value of human creative capacity" (p. 224)

No, really, those are their exact words. I'll take door #3, of course! But does this go any ways towards explaining why the creative capacity in Haiti and the Congo seems to get people so much less than the creative capacity of Wall Street traders? Does it explain why the creativity of trash pickers in India, and our own inner cities, leaves people still impoverished, while a clever guy like Jamie Dimon gets rich? (Interestingly, they praise Dimon on p. 200-201 as showing shrewdness and good judgment, despite the fact that he's hardly a paragon of their favorite virtue, thrift, with (according to Wikipedia) "$23 million pay package for fiscal year 2011, more than any other bank CEO in the United States."

Between the moralizing, the bad writing, and the simplistic solutions offered to complex problems, I found this book endlessly aggravating. Even the title is silly--"The End of Ethics"? What the heck is that supposed to mean? Were people really just of better character back in the 1950s--or did the system have different incentives, and more equitable laws and tax structures? By putting the emphasis on individual character and virtue or vice (words they use over and over again), they take attention away from the lack of regulation that has allowed such "vice" to flourish, although in the end, they prescribe better regulation, not more morality. They themselves are at pains to point out the bad guys' religious backgrounds, and lots of them are noted as being Jewish, but when a Catholic goes astray, it is noted as somehow an anomaly--despite his Catholic education, this guy fell prey to vices.

Still not convinced that this is a shoddy book? Ok, have a look at p. 233, in which they discuss "the paradox of thrift." They explain this important phrase as being "a raging debate" about whether there is "some magic number or formulae (sic) for the level of savings in a given country." They contrast Adam Smith's appreciation for thrift as a virtue with John Maynard Keynes's position that "a high savings rate [is] far from a virtue." No one who doesn't already understand what underlies the paradox of thrift, namely that if everyone stops spending at once, it will make everyone poorer, since your spending is my income and vice versa, will come away any the wiser. They don't want to explain the paradox of thrift, because they want to convince you that the reason our economy is a mess is because crass people got greedy and spent too much money, not that there could be anything fundamentally wrong with capitalism.

There are better books to understand the recent economic crisis

In the end of ethics, the authors try to support the thesis that the recent economic problems were caused by people and organizations driven by the seven sins, and claims to be the first comprehensive study in this area. However if falls shorts on both fronts, and turns out a not so engaging read.

The book starts with describing the Christian ethics based upon the seven sins, and then the major part of the text tries to associate the economic vices with them. While some are obvious - like greed, and lying, the rest seem to be not so natural, but forced. And even assuming this might be acceptable to a level, the focus on individuals is - for lack of a better word - IS childish.

The authors do the association of companies with the sins `by vilifying some selected CEOs and similar managers. I'm no expert, but this act itself seemed to be non ethical. Our economic problems are systemic, and focusing on individuals (who are already in jail) lowers the quality of the book.

And being the first comprehensive study is a bold claim. I found this book neither the first, not comprehensive. For example, The Big Short tells better tales of the individuals, without vilifying, and The Unfair Trade gives the larger picture in a more comprehensive way.

Since the 1970s, the performance and conceptual artist Suzanne Lacy has explored women’s lives and experiences, as well as race, ethnicity, aging, economic disparities, and violence, through her pioneering community-based art. Combining aesthetics and politics, and often collaborating with other artists and community organizations, she has staged large-scale public art projects, sometimes involving hundreds of participants. Lacy has consistently written about her work: planning, describing, and analyzing it; advocating socially engaged art practices; theorizing the relationship between art and social intervention; and questioning the boundaries separating high art from popular participation. By bringing together thirty texts that Lacy has written since 1974, Leaving Art offers an intimate look at the development of feminist, conceptual, and performance art since those movements’ formative years. In the introduction, the art historian Moira Roth provides a helpful overview of Lacy’s art and writing, which in the afterword the cultural theorist Kerstin Mey situates in relation to contemporary public art practices.

About the Author

Suzanne Lacy is an internationally known artist whose work includes installations, video, and large-scale performances on social themes and urban issues. She is also chair of the Master in Fine Arts in Public Practice program at Otis College of Art and Design. Lacy edited the collection Mapping the Terrain: New Genre Public Art and has published more than seventy articles on public and performance art.
